The studio focused its intentions around a 10 kilometre stretch of the River Kallang. The brief for the Centre for Cities and Climate Change was to create a building which advocated for climate change by harnessing an element of nature at the boundary of the urban and natural environment to produce an intriguing gallery space.

The site of the project was chosen due to the micro-climate characteristics and their relevance to the narrative of the project; manipulating wind on the site to adapt for different programmes and experiencing wind in a visual manner. This narrative came about after the experience of the effects of wind over water near the mouth of the river where wind was being forced under the Nicoll Highway creating alternating bands of ripples. The higher velocity of wind created a wonderful display of ripples that captured the energy of the wind and formed the idea of visualising wind using a medium.
